It's a long time since I've worked with the nRF5 SDK (I work mostly with the nRF Connect SDK), but I will do my best to help.

Can you try 2 things:

Connect a logic analyzer to the UART lines, and check if you see any activity
Debug your application, and in nRF5_SDK_17.1.0\modules\nrfx\drivers\src\nrfx_uarte.c, set a break point inside at nrfx_uarte_x_irq_handler, for example if you use uart1, set a break point as shown below:
