If you are not using FEM, then I don't think that the DRGN-16013 is actually what you are seeing.

What are you trying to connect to? I guess the nRF is the peripheral. What is your central? Is it another nRF? A mobile phone? Something else?

Can you please try to capture a sniffer trace of the connection procedure? You can use nRF Sniffer for Bluetooth LE for this.

And were you able to connect before starting to use advertising extensions? Did you try to use another central to connect? (another phone, for instance?)
