Acknowledgements for QoS 1 mqtt subscriptions on nrf91

Refering to following discussion:

Our application is based on SLM application from nrf connect sdk 1.3.2. There have been some problems related to mqtt in recent tests, is this relevant for nrf connect sdk 1.3.2? Do we need to add this patch if we continue to use QoS level 1 for subscribing to the topics.

Yes, this patch is needed as the Serial LTE Modem application (nRF Connect SDK lower than v2.0.0) is missing QoS level 1 handling.
