would like to know if a new nRF52832 chipset already have a bootloader and is OTA ready?

Hi,

The nRF52832 ships with an empty flash, so there is no bootloader. Initial programming must be done via SWD. (The SDKs contains bootloaders you can use with minor adaptations, though.)
