Hi,

When battery short circuit, nPM1100 need VBUS 5.3V to activate?

Why does VBUS need 5.3V connection to work?

Battery short is an error condition and this will disable the charger. When the error is cleared, VBUS has to be disabled and enabled to restart the charger: https://infocenter.nordicsemi.com/topic/ps_npm1100/chapters/charger.html#charger_error_cond
