Sometimes it helps to re-login to your Devzone account before signing up.

I meet the eligibility criteria
I am registered at DevZone with the email address I used, and I was logged in to DevZone with that address when I applied for the SUPL license
I am doing active new-product development - lack of this license is blocking our development.
